The story about the Austrian state counselor (in German 'Hofrat') is purely fictional and inspired by a dream by the series' author Karin Sawetz.
"A nice woman, friendly and yet distant, has this colleague from the group of civilian investigators at his side," thought the counselor on the occasion of a farewell party of a colleague from the municipal administration into retirement. With the typical bad city wine, the Viennese 'Schmäh' (a sarcastic humour) is well smeared to slip the way down to the terrain where the Austrians feel at home: the sexual potency showing-off. The potency show was underpinned by wordplays referencing that the structure of thinking is caused by the Austrian usage of words. Jokes such as that the word tourism means in Austrian German 'Fremdenverkehr' (translated in the sarcastic meaning as much as 'sex with strangers') or that when female colleagues retire they do nothing else than always: they are in a rest position.
The slightly embarrassed smile of the wife of the civilian investigator has provided for the counselor an additional erotic spice to the Viennese sex potency show of the employees of the municipal administration.
Her shame while he imagined her at rest position was the power kick he needed to feel his manhood again. It was the first time he had direct contact with her. The Hofrat is as lawyer superior to her husband, but not directly in the team of investigators of the police unit. There are two different worlds working here together; lawyers mandate investigations while police officers are tied hands to decide for themselves.
The thoughts that went through the counselor's mind when creating pictures of him above the investigator's wife in rest position were literally the 'impetus' to his plan to use his job position for himself and to step into the life of a person for changing something fundamentally in the life of others by grabbing in between the legs of the woman while the man won't know if she was, is willing to betray him. Even if it's not physically, the mentally action to open the doors for the fantasies of many and officially exposing the body of the investigator's wife as a public good is for the more intellectually driven 'Hofrat' - such as he is called by his colleagues, the essence his highest sexual satisfaction is made of. "Come on in and enjoy the Viennese potency show!" the Hofrat smiles discreetly.
This gentle, warm-hearted wife of the colleague from the police unit was an ideal target person for testing if it's possible to destroy a marriage and perhaps even initiate a violent act with the means of the Austrian law. Is it possible to apply a new drive to the increasing domestic violence-crimes in Austria? The counselor has already achieved a lot in his position of being a 'Hofrat'. One of his personal highlights was a quasi-identity theft by sending integration agreements to Austrian citizens. No one has ever cared for the lost souls without home. He triumphs every time when he thinks about it. The identity theft was done so well within the framework of the Austrian law that these losers now have to pay particular attention! But will he succeed such as with the integration agreement on the basis of the Austrian legal system, also with his latest plan and open the doors of this couple by an official house search even though the two aren't blamable and will he be able to destroy their lives? Will this loving marriage break up in the allegations of illegal prostitution and drug trafficking? How will the civic servant from the police unit behave when his colleagues open up to him that there are serious charges against his wife, who seems to earn some money in his absence? Well, his colleagues will tell him that their hands are tied up; they only have to execute instructions. There must be serious facts that they have to execute a house warrant. At rest position, as it's said? What will he do when the colleagues can't suppress their dirty Viennese humor?
